Sea Thru Construction, Inc. began as a modest side hustle for our President, Scott Woolard Jr. “Back then” Scott, whose Uncle Bob taught him to frame when he was 18, served the OBX as a sub-contractor and handyman while working full time. 21 years ago, a tropical storm opened the doors for him to take Sea Thru full-time. Since then, Scott has become a NC licensed General Contractor and opened up a fully-staffed office — designed to provide concierge-like care to resident and non-resident OBX homeowners — in Harbinger, NC. Sea Thru’s commitment to astonishing our clients couldn’t be accomplished without the rest of the Sea Thru Team.
Scott, pictured left, has been in the construction business for over forty years. He built his first house in Chesapeake, Virginia and his first house in North Carolina only 21 years ago.
Scott learned the business of construction from the ground up, starting as a teenager and working for his Uncle Bob. (You can read more about his start in construction — and what The Virginian Pilot calls Scott’s “ridiculous work ethic– here.)
When he mastered one skill, he would go to his uncle and ask to learn something else. For over forty years, he has continued to sharpen his knowledge of building, while his passion for building extraordinary homes continues to grow. Scott’s knowledge of every aspect of the home building process, combined with his unrelenting love for EVERYTHING Caribbean make his homes truly unique. While Scott enjoys new construction, he also loves to remodel existing homes from the ground floor up.

He first entered the OBX Parade of Homes in 2005. He and his wife were truly humbled by the tremendous response from the judges and the visitors alike. After walking through one of Sea Thru’s custom homes, it is no surprise that his house won the Special Features award, the Award of Excellence, as well as the People’s Choice Award. When he’s not working, he’s planning his next trip to St. Maarten, the inspiration for his “all things Caribbean” obsession.
But none of this could or would have been accomplished without his wife, sidekick, cheerleader and co-owner, Vickie. Vickie and Scott — high school sweethearts — have been married for nearly 50 years, have 2 kids, 5 grandkids, 2 great grandkids and work together seamlessly. Vickie has a bachelors degree in Integrative Health from American College of Health Services, and is passionate about natural health, living life to the fullest, and –yes– all things Caribbean.
At Sea Thru, Vickie is the boss. She’s ruthlessly committed to her clients as well as to her employees. She’s the force behind our concierge-like service and our commitment to astonish our clients–rather than merely “satisfying” them.

James Forbes – James is our guy to call for light electrical, plumbing, painting, decking and basically anything we need him to do. He checks out every job and makes sure they reflect Sea Thru Construction quality. We appreciate James and his patience on every job we do.
Mark Owens – works in the field closely with James and Buddy and is just one of those guys willing to do whatever you need him to do. He brings a smile with him wherever he goes, we are so happy to have him.
Kerri Good, Sea Thru Construction’s Amazing Job Coordinator. If you have called our office, you have probably already met our “MISS GOOD”. She is the master of details and organization and follows every client’s job from the very first intake all the way THRU to Quality Control. She is dependable, loyal and totally efficient. We are so happy to have Kerri as an INTEGRAL part of our Team.
Barbara Randolph – our Bookkeeper – she is who you speak to if you want your paycheck 😊 or your invoice paid. She stays on top of all A/P and A/R. She takes excellent care of our finances.
Scott L. Woolard, IV (aka BUDDY) – Our Grandson who joined our family business several months ago. Buddy has his HVAC Certification and is learning the business from the ground up. His goal is to give Scott, “Pops” some time off . Buddy has worked side jobs for Pops and his father (our son) since he was a small kid. We are so happy to have him and looking forward to great things! Photos coming soon!
Tanya Bess– our new administrative assistant who helps Kerri keep things moving smoothly. She joined us a few months ago and we don’t know what we did without her! She is a spreadsheet guru and helps manage the large amount of details it takes to keep our jobs running smoothly. She works hand in hand with Kerri whom most of you already know and love.
